Concrete overlays in Newcastle: what to know
The county’s hazard plan counts 708 Newcastle buildings built before 1974, so some of the concrete around them has had decades to weather and settle. For an overlay, age matters less than one test: has the slab stopped moving? A surface coat follows whatever the concrete under it does.
Movement has local causes. Much of the city is steep, and the plan describes coal mine hazard areas where underground voids may cause gradual ground subsidence. About 420 acres are affected, mostly park, open space, and golf course. On many lots a sunk corner traces to fill or trench backfill instead. Either way, a coat will not stop it, so the repair comes first.
Permits and rules in Newcastle
An overlay on your own slab leaves the footprint and grade where they are. The apron is the open question. Newcastle’s Public Works page names driveway replacement and modification as right-of-way work, and it does not say how a surface coat is treated. The city’s stormwater review also looks at new and replaced impervious surface. We confirm with Newcastle Public Works how your apron and walk are classified before we quote.
Rules change and vary by parcel, so we confirm the current requirements with the city before we start.
How we approach it
- Sound the slab for hollow spots and for corners that have sunk
- Leave the apron and sidewalk alone unless Public Works approves the work
- Feather the buildup at garage doors and where the drive meets the street
- Catch rinse water on the lot before it can run downhill to a drain

Questions from Newcastle homeowners
Can an older Newcastle driveway be resurfaced instead of replaced?
If it is flat and its cracks have stopped opening, often yes. A sunk corner, a heaved panel, or a slab pulling away from the garage points to movement underneath, and an overlay will crack with it. We repair or replace those sections first.
Will resurfacing my driveway apron in Newcastle need a city permit?
Possibly. Newcastle requires a Public Works right-of-way permit for driveway replacement or modification, and nothing we found says whether a surface coat counts. Your own slab above the right-of-way is a separate question. We ask Public Works how it reads your apron.
Does coal mine subsidence matter for a concrete overlay in Newcastle?
Only on lots inside a mapped coal mine hazard area, which the county’s plan puts at about 420 acres, mostly park, open space, and golf course. The city classes these areas as declassified, moderate, or severe. If your lot is mapped, ground movement is a reason to repair before coating.
