Concrete, retaining wall, and drainage contractor in Newcastle, WA

Newcastle is a hillside suburb between Bellevue and Renton, with Cougar Mountain’s park land along its eastern edge and a coal-mining past that ended in 1963. Single-family neighborhoods dominate the land, many sit on slopes, and critical areas limit more than half of it. We work here from our base in Federal Way.

Newcastle ground, weather, and permits

The city straddles a steep-sided valley with two main drainage basins, Coal Creek and May Creek, and Lake Boren sits near downtown. The county’s hazard plan counts 126 structures in mapped landslide hazard areas and 1,063 in erosion hazard areas, and notes that most steep slopes have houses above or below them. About 420 acres, mostly in the north and east, are affected by abandoned coal mines, though most of that is park, open space, or golf course.

The Building Division handles building permits under Title 15 of the city code, and Public Works issues right-of-way permits, including for driveway replacement. Grading falls under Chapter 17.07, which bars clearing and grading from October 1 through April 30 unless the director approves. The critical areas chapter adds buffers for slopes, streams, and Lake Boren. Stormwater follows the 2021 King County manual with a city addendum, and Coal Creek Utility District, not the city, serves sewer and water. We look up which of these reach your parcel before we quote.

Nearby, we also build in Renton, Issaquah, East Renton Highlands, and Mercer Island, and we serve the rest of Pierce and South King County.
